An intimation, not an outcome
This is a formal notice from the Resolution Professional, Abhijit Guhathakurta, inviting financial creditors to the Sixty Sixth meeting of the consolidated Committee of Creditors (CoC) of 13 Videocon Group companies, a list that includes Value Industries Limited. It sets out when the meeting will be held, who is being invited, and what will be discussed or voted upon. Any decision comes at or after the meeting, not from this notice.
Meeting details
- Day and date: Tuesday, November 03, 2026
- Time: 03:00 PM
- Venue: video conference
- The 13 companies are being run together under a consolidated corporate insolvency resolution process, so a single CoC meets for all of them.
- The notice has been sent by e-mail or speed post to a long list of financial creditors — public sector banks, private banks, foreign banks and institutions, and other financial creditors.
- It also lists representatives of the corporate debtors who may attend. Against operational creditors whose aggregate dues are at least 10% of the debt, the notice records: "Subject to verification: None".
The one item to be voted on
The agenda separates "matters to be discussed" from "matters to be voted upon". Item 8, the only voting item, is:
- To discuss, consider and approve the estimated budgeted CIRP cost payments for the month of November 2026.
- These payments are to be made from the cashflows / cash balance of the corporate debtors.
- The notice links this to Regulation 31B introduced by the CIRP Amendment Regulations, 2024.
In plain terms, the committee is asked to approve the running cost of the insolvency process for one month, and the update itself names the source of the money: the companies' cashflows / cash balance. The notice says the agenda deck with the relevant information will be provided before the meeting.
Items listed for discussion or note
- Taking note of the list of creditors who have submitted claims and the verification status of each.
- Confirming and ratifying the minutes of the Sixty Fifth CoC meeting held on September 23, 2026.
- Update on legal matters.
- Update on Oil and Gas related matters.
- Update on Operational matters.
- Any other matter with the permission of the Chair.
How the voting works
- Only financial creditors can vote, either in person or through an authorised representative.
- Directors of the corporate debtor and a representative of operational creditors cannot vote and do not count towards the quorum. A financial creditor that is a related party of the corporate debtor has no right of representation, participation or voting.
- The identity of an authorised representative must be told to the Resolution Professional at least 24 hours before the meeting.
- Votes are taken after discussion at the meeting; members who did not vote then get a 24 hour e-voting window that opens when the minutes are circulated, and the minutes are to be sent within 48 hours of the meeting closing.
- At the end of voting, the decision on each item is announced along with the names of members who voted for, voted against, or abstained.
What a retail shareholder can take from it
- It confirms the insolvency process for these companies is still running and that the committee continues to meet — this is the 66th such meeting.
- There is no proposal here on how the companies will be resolved; the voting item is a monthly cost approval, and the discussion items are status updates.
- The size of the budget being approved is placed before the committee through the agenda deck referred to in the notice, so the decision and the discussion points will be known from the meeting and its minutes.
- The notice is dated October 29, 2026 and is signed by the Resolution Professional of the 13 companies.
